Jalaluddin Suhail, kit no. 114/Ayub House joined Cadet College Petaro in 1960 in 8th Class and left the college in 1964 after completing his Intermediate.

He was born on 1 July 1947 and got married to Mrs. Rukhsana on 22 April 1983. They have three children - Raza Ahmed, Ayesha and Humza Ahmed.

Jalaluddin Suhail joined Govt College Lahore after leaving Petaro and obtained his B.Sc. degree in Physics/Maths in 1966. He then moved to Karachi and obtained a double degree over the next three years - a B.A.(Hons) in English Literature from Karachi University and an LL.B. from S.M. Law College (both in 1969).  In later years, he got an M.A. in Economics from Vanderbilt University, TN, USA in 1984, and M.Sc. in Defence and Strategic Studies from Quaid-e-Azam University as a part of the NDC Course.

Right after obtaining his degree in law, he did an internship with the law firm Mahmud and Villani in Karachi and was enrolled as an advocate with the West Pakistan Bar Council in 1972. Shortly thereafter, he opted to join the government.

His career was with the Government of Pakistan as a Civil Servant. He joined the Economic Affairs Division in 1972, serving there for twelve years. During this period, he dealt with foreign assistance from USA, Japan, Sweden, Holland, etc.

In 1984, he was appointed Deputy Secretary, and served in this position until 1993. During these 9 years, he was posted to the Ministry of Interior, Ministry of Food and Agriculture, Establishment Division, as Director in National Housing Authority, and as Deputy Financial Advisor.

He then served as Joint Secretary from 1993 until his retirement in 2007. During these 15 years, he served in many ministries and departments of the Federal Government - Establishment Division, Ministry of Kashmir Affairs and Northern Areas, Wafaqi Mohtasib Secretariat, Military Finance, Cabinet Division, Pakistan Tourism and Development Corporation, Board of Investment, and Ministry of Culture, Sports and Youth Affairs.

In these various capacities, he was involved in training programs for government officers, human resource development, administration and development projects of Northern Areas, liaison with the Azad Kashmir Government, judicial work and writing of judgments, scrutiny of financial proposals of the armed forces, implementation of the Prime Minister's directives, formulation of policies for attracting foreign direct investment and policies relating to youth, sportspersons and promotion of Pakistani culture at home and abroad.

He was also the spokesman for Cabinet Division and addressed press briefings wherein was required to project the policies and programs of the Government.

As a Joint Secretary, he also attended numerous Board meetings of Companies and Corporations where the government had an interest. He also addressed officers for implementation of policy decisions and gatherings of locals of Northern Areas for solution of their problems and led Government delegations for meetings and negotiations with foreign governments viz. China, Japan, Turkey etc.

During his service with the government, Jalaluddin Suhail attended a number of training courses and seminars in Pakistan and abroad. He is also the author of a number of papers including the following:

  • Impact of Foreign Assistance on Domestic Savings in Pakistan

  • Direct Foreign Investment in Pakistan

  • Numerous Findings/Judgments in complaints addressed to Wafaqi Mohtasib

  • Formal enquiry reports in disciplinary cases

  • Presentations on various programs and policies of the Government

After his retirement from government service, Jalaluddin Suhail is settled in Islamabad. He has opted to go back into law service, and is enrolled as an advocate with the Punjab Bar Council.
